We need SMS for answering client questions - but we don't do "Campaigns"

We need the SMS feature for answering simple questions with clients, such as "Can you text me your address".  Do we need to do a campaign for just answering questions?  We don't send out mass texts.

All non-mobile numbers who will be sending SMS messages are required to submit a 10DLC registration.
