So i cant get my phones to do ZTP even though they are getting ip addresses leases from my DHCP but option 66 is not working and my DHCP server is a Vm, any suggestions?

If you're speaking about ZTP I think you know what you're doing, but triple check what model exactly your Cisco 8841 is? Flip it over and confirm on back. They come in two flavors, one that works with CUCM and one that works with third-parties like (Zoom).

Be aware that you can convert Cisco Enterprise phones to MPP (at a cost). In that case, reading the label on the back of the phone is not always ideal. Rather, go through the settings menu to confirm your firmware load contains MPP (ex: sip88xx.12-0-6MPP0001-65.loads.
Be sure your DHCP options to use in the phone didn't change and do actually show DHCP option 66. Access the phone web interface and verify by going to voice and provisioning. Under Configuration Profile look at DHCP options to use. I use DHCP option 150 with provisioning URL "https://provcp.zoom.us/api/v2/pbx/provisioning/cisco/spacfg.xml?mac=$MAC"

first, assign the cp-8841-3pcc to a zoom phone user. When you do a factory reset, cisco will update firmware and contact zoom for provisioning.
Second, do a factory reset on the cp-8841-3pcc.
Push Settings icon on phone->administration->factory reset
The cp-8841 should show the phone is assigned to the user you assigned the cp-8841-3pcc to.
If this does not work, please check to see that the cp-8841 is a cp-8841-3pcc.
On the back of the phone, you should see cp-8841-3pcc-k9.
It is possible that the phone was converted to 3pcc. Push Settings icon on phone->information and settings->status->product information. Notice product name ending in 3pcc and software version includes mpp.
Next check network configuration for ipv4 address settings for dhcp option to use. Push Settings icon on phone->information and settings->network configuration->ipv4 address settings. On my cp-8841, dhcp option to use include (in order) 66,160,159,150,60,43,125.
