I'm guessing this is an easy one, but I can't find the answer.
When using IVR, a common default message that comes up says that no one is available to take the call, please leave a voicemail for the operator.
Who is getting those messages? Where do they live in the system?

After hunting around, it ended up routing to a Call Queue I created for our front desk team. I'm still not fully clear on how the system picked that all out but it works.

the "operator" is whoever you designate. this is a test screen for call queue closed hours showing ivr options. the "operator" is set to the valet.
