Check the Meeting invitation if it has setup as part of the security "Only authenticated users can join meetings"; if that is the case, try replacing that security option (disable it) for something else, like "Require PIN", and/or "Waiting Room".

Actually, one update to settings will include a join by web browser link in invitations you send.
I found it in this article:
https://chromeunboxed.com/use-zoom-video-meetings-no-download-chrome-web-store-app/
Log in to web account. On the left side , click Settings, click "In Meeting (Advanced)" and scroll to the end. A few up the the end is 'Show a “Join from your browser” link'. Toggle that option on.
Also, I found there is a "Web App" drop-down menu in the upper-right when logged in to the web portal. This is where I was finally able to join a meeting I created without the browser attempting to launch the application I had not installed.
