I am setting up an event with 7 ticket types and each ticket has the same 10 questions.
I can not see a way to set up a template ticket. I have scoured the community questions and find that others have had this problem but there seems to be no answers.
Sometimes the instructions are go to links/event access and customise questions, then click create. There is no create option.
I'm super frustrated by this.

You should customize questions under LINKS & EVENT ACCESS. This is the MAIN source of customized questions. In addition you MAY override those in individual tickets.
