There is no chat option in the meetings of any other participants or co-hosts. I tried to change every setting I could find, but still: Chat messages that I send in meetings from my (pro) host-account do not show for other participants, and they simply don't have a chat button in their screen.
What setting can I try, to use the chat option again?

sorry that it took me so long to reply.
Today I had the time to go through all settings again.
The settings you send me as solution, were not changing anything.
Finally I went with help of a chatbot through many settings, and I found the issue!!
In the settings - meeting section - in meeting (basis)
Under the Chat options which were already enabled, was a little setting that said 'Only users can chat'. This was enabled. When I disabled it, everyone could chat again.
Very happy!!
