Joining breakout rooms while only on the phone

We are working with a local senior center to implement a workshop and they are wondering if participants that only join by phone can be placed in breakout rooms. Is this possible? Has anyone tried?

Yes, dial-in participants can be moved into breakout rooms by the host. I just tested it to verify.

Does the host have to place a dial-in participant into a breakout room or can the participant place themselves there?

I don’t think the phone participant Can place themselves in the breakout room rather a host or co host has to do it. 

How do I move a dial-in participant to a breakout room?   I tried and they stay in the main room with (not joined) next to their phone number.
