I have setuo breakouts in zoom meetings using webinars but panelist or alterntaves hosts who join cannot use video. The message they get is: "you cannot start your video because the host has stopped it".
As host i cannot find a sitting anywhere to resolve this and am desperate as have any event coming up very soon.

When in the webinar, you'll want to click the "participants" tab on the bottom toolbar. Then click the 3 dot ellipses to show additional options.
-There will be an option to allow panelists to start video. Ensure that is enabled. Photo attached.

When I click the 3 dots by Participants, it only shows "Invite" and "Copy Invite Link." Is there another place in my Zoom account settings that need to be enabled first so that those other options show? Thanks.
