Disable internal video calling between zoom phone uses

Is it possible to disable video calling between zoom phone users, but allow them to join external meetings?

I've never done video calling with Zoom Phone, is that basically just elevating it into a meeting? If so, at the account level, this policy setting should control that:

Elevate a Call to a Meeting - Allow user to elevate their phone calls to a meeting.

1 to 1 video call is possible without a meeting.

So more than 2 would be blocked. however what else is affected globally by that setting?

As is a Zoom Phone policy, shouldn't impact anything outside of Zoom Phone.
