This is not expected/encouraged use and it's possible that Zoom has safeguards in place to reduce this type of behavior.
It also might be as simple as a delay in re-evaluating how many licenses are free when switching is done regularly. If a day/week passes, are you then able to re-assign again?

That much is understood, but loopholes get closed [almost always, eventually]. Just look at Netflix.
With this being said, there may just be a bigger bug in play. Are you able to reach out to Zoom support directly with your license plan?

Thanks, for the reply. Unfortunately, no, not able to reach out to a live agent with our plan. Going to submit a ticket to see what the options are.
