My admins whom I purchased licenses can't start a meeting when I am currently in a different meeting

I have bought licenses for my admins so they can be a co-host and can start the meeting without me, but when we both have to start a meeting it doesn't allow us to do so. I want to allow my admins to be able to start their own meeting while I'm having a different one at the same time. Is this possible? or is there a specific plan I need to pay for or upgrade?
