How do you invoke the network connectivity tool?

I am trying to follow the instructions mentioned in this article but nothing happens when I use the keystrokes.

I am on  Windows 11 machine.

Nevermind.
I thought I had to be in a meeting to invoke the tool but only need to have the client open.
