Getting Error when trying to livestream: "You do not have permission to live stream. (200)"

Hi everyone,

I am getting an Error when trying to livestream: "You do not have permission to live stream. (200)"

Im trying to livestream to FB or Restream and both give an error. I am logged in as the administrator, and "live streaming is turned on in the account and in my user account too!  Please help!  

Clearly I have permission to stream as per the below screenshots - any idea what is happening?

There's no check box specifically for linked in or restream....could that be it? Even though live streaming is enabled? Do I have to put something in the "specific instructions box?"   

I did check and enable the custom live streaming option...

Please help. Thanks!!
