If I purchase the Zoom telephone service is it possible to record phone calls with note-taking software like read.ai or Fathom?

you can record calls and download the recording which can be used with note taking software.

in addition, zoom phone offers live transcription of zoom phone calls.
Using call live transcription
If your admin allows you to use call live transcription, you can use this feature to follow your call conversations easily. When enabled, the speakers' audio is converted as a text caption, for a better understanding of what is being said. The audio from all participants is captioned with their names and a timestamp but only visible to you. During the call, you can scroll back to view captions rendered earlier in the conversation. Each time transcription is turned on or off during the call, participants with this setting turned on, will hear or see a warning of that change.
How to enable call live transcription from your phone settings
Windows | macOS
Sign in to the Zoom desktop client.
On the top right, click on your profile picture or name initials.
Click Settings.
In the Settings window, click Phone.
Under Live transcript settings, select Automatically start Live Transcript when in a call.
Android | iOS
Sign in to the Zoom mobile app.
In the bottom-right corner, tap More .
In the Settings window, tap Phone.
Tap Automatically Start Live Transcript.

How to enable or disable call live transcription
Access policy settings at the account, site, group, or phone user level.
To the right of Call Live Transcription, click the toggle to enable it if it is disabled.
In the dialog windows, acknowledge and accept the terms of call live transcription, then click Enable.
(Optional) Unselect Play a prompt to call participants when the transcription has started to let call participants know the call is being transcribed.
Note: Selected by default.
Use the default audio prompt, or click Edit, then select the following:
Choose from Asset Library: Select an audio prompt from your asset library.
Add Audio: Add an audio prompt as desired.
Click Save.
If Play a prompt to call participants when the transcription has started is unselected, a Check Off dialog window will appear for you to acknowledge and accept the terms, then click Confirm.
(Optional) If you want to make this setting mandatory for all users in your account, click the lock icon , and then click Lock to confirm the setting.
