Is it correct that any sms / texts with Canada are exempt from this new campaign that needs to be created and approved?

A 10DLC campaign registration is required by U.S. and Canada mobile carriers to enable business-to-consumer (A2P) messaging.

 

Here is an FAQ and 10DLC campaign creation checklist for when you are ready to get started on submitting your campaign.

This will give you all of the information you need to successfully submit your campaign as well as common rejection reasons and how to fix- I highly encourage you to take a look.
