I am seeking help in understanding how to use the ZOOM reporting functions in Meetings to meet my State's requirements for attendee participation and actual time in the course. Apparently there is a template like this,
but I cannot find it.

As the host of your meetings, you can go to the Reports page on your account and access the attendance for each session you hosted. The report will provide their display name, email (if logged in), when they joined, left, and overall time spent in the session.

Can you tell me what account type you are a part of? If you are on a free account, you won't have access to any reporting, so that could be issue you're having.
