I see that there is a limit of 40 minutes if you are meeting with 3 people with a basic Zoom account. But if I am only meeting with one person, do I still only get 40 minutes? If so, what is the upgrade cost.

If your meeting only has you (the host) and one other participant join, then you have no time limit on that meeting. 

Just keep in mind, if one of you disconnects and has to rejoin, Zoom counts that rejoin as a new participant, which would bring the overall number of participants to that particular session to 3, and would begin the 40-minute limit. If that happens, its best to close the meeting and restart it, in order to reset the participant counter back to 0.
