Show non video participants in gallery view recording

I need to see all participant boxes in my gallery view recording, even those who have no video up.  I just had a recording with 15 people and a bunch of them did not have video up, but they occasionally spoke.  I can't tell who is speaking because none of their boxes appear in the gallery view recording.  I have "Hide Non video participants" unchecked in the app.

This used to be a setting but I can't find it anymore. It is super annoying to host a call with many people but have only my face be on the screen during the replay. Does anyone know how to return this setting. Googling it just brings up how to hide/unhide non-video participants during the call. I can see them on the call without issue.
