I use Zoom to record lectures. It it inconvenient that the "Record," "Pause," "Stop Recording" buttons are not in the Control bar, but are instead in the drop-down menu. I often need to pause my recording quickly because, for example, my dog starts barking. It cannot be done quickly when they are in the drop-down menu rather than as obvious easily-accessible icons on the control bar. 
Is there a way users can determine what is on the control bar rather than only the default options?

You can use Alt_C to start/stop cloud recrding.

Eliot, I am having a similar issue. I have two users on our account that don't seem to have a record button at all (two users see it in the normal center spot.)
