Reporting for the attendees who downloaded files shared on chat

Is there any way to see the Zoom webinar attendees who downloaded the files shared by the host on the chat? Thank you.

Unfortunately there is no reporting available to see who has downloaded a file in webinar/meeting chat.

Here I understand it is possible via admin account on user activity reports - am I wrong? See the article below.

From the article you sent, it states you can "view and download all messages sent and received by users" however does not give you the option to see who has downloaded a file from a meeting/webinar chat. Here they are also referring to the "Zoom Chat" product and not the chat in meetings/webinars.
