Where is the setting to allow users to download clips?

I create a lot of clips and I want to allow users to download the clip from the link I provide them. I found the following in the Admin Manual but I do not see the option to allow users to download clips.  At the moment, users who try get a "The clip's owner has turned off the download setting" but I cannot find the darn thing. 

 

To enable users to download clips, you need to navigate to the Settings tab of the user you want to enable this feature for. Under Zoom Clips, you can click the toggle to allow users who have access to clips to download their clip recordings. If this toggle is disabled, only admins will have the ability to download the clips. This setting can be adjusted at the user level, and if the toggle is greyed out, it means that the setting is locked at the account or group level and needs to be changed at those levels.

Sorry, but I can't find the place to enable downloading of a clip. I opened Settings and went to Clips but there is nothing about enabling the download there. The available options are: General, Out-of-Meeting clips, Sharing, Email Notas, Data Retention and Branding. Nothing under any of those options are related to downloading.
