The license assignment limit is based on the number of purchased licenses on your account.

Note: Sharing meeting licenses among multiple users is a violation of Zoom’s Terms of Service.

Resolution

You can purchase additional licenses on your account to increase the limit of license assignment. Once purchased, you can continue assigning licenses to users.

 

If you purchased additional licenses, but still receive the error message and are unable to assign the new licenses, contact Zoom Support.

You may not share any login credentials or passwords regarding the foregoing with any other individual. You acknowledge that sharing of any such rights is strictly prohibited. Your right to use or access the Services and Software is personal to you and not assignable or transferable. You may not assign or transfer any account, Host rights, or any other user rights with any other individual, except upon (i) an individual termination of employment or relationship with their employer, as applicable, or (ii) Zoom’s prior express written approval.

Also are very disappointed by no live support! Why companies like Zoom are allow to charge a premium per month for online meeting services, and not provide support to customers. Might as well just use Google Meet!

Hi, @dearasia2023 

In order to ensure compliance with the license agreement, Zoom limits the number of license replacements that can be performed in a month.
Please note that if you exceed the limit, you will not be able to be granted a license for that month.
For example, if you have two licenses but exceed the number of times limit, it may happen that a paid license is granted to only one person.
As a remedy for operational errors, etc., it seems that when the month changes, the count of the number of replacements is reset and the paid license can be used again.
You have the option of waiting until September or, as @S_K said, purchasing additional new license

The current situation where a purchased license cannot be used due to an operational error infringes on the legitimate interests of the customer.
We believe that Zoom should clearly state in the license agreement what to do in the event that a license becomes unavailable by mistake.
If this is not stated, many legitimate customers will distrust Zoom and leave the company, which should be avoided!
