If you are scheduling a webinar, that is the default behavior for attendees. They are view- and listen-only, and cannot see or even be aware of other attendees. 

If you are scheduling a normal meeting and trying to achieve a Webinar experience, that will not be possible to do, as meeting participants can at least see each other's names on the participant list.
