Direct notification to registrants

We are on Events, hosting a webinar series with multiple sessions. I know somewhere there is a function allowing you to send a direct notification to registrants - not the canned notifications, but a one time message. I know I have seen it somewhere, but now can't find it anywhere. Anyone?

This is only available to the Hub Host from the Event's ellipsis (...) menu:

Clicking this item gives you this pop-up:

Note that you can only do this ONE TIME per Event!!
