To get a second room, does that require a whole new account?

Are you referring to the Personal Meeting ID? There is only one per user.

 

In general, you should use "Generated Meeting IDs" for meetings you schedule.

 

If you are referring to "Zoom Rooms" where there is a conferencing system that works with multiple people attending... yes, each "Zoom Room" requires an additional Zoom Rooms license.
