According to the Zoom Support site Frequently asked questions about SMS article which was updated last on January 10, 2023 it is still limited to the USA and Canada.
I don't know if any Zoom employees monitoring the Community would be able to comment on the future status. I would contact Zoom Support directly and ask them.

Zoom SMS for the UK should be coming later this year (next few months) - we are very excited to deliver this feature shortly. Please connect with your account representative for more details!

Hi
We have a UK & Ireland plan and a UK mobile number which has been allocated to a user. He's able to make and receive calls no problem, but he can only receive sms, he can't send sms. He gets the following error:
"You cannot start a new conversation because your number is not enabled for sms. Please reach out to your administrator"
Allow sms has been switched on in his user policy, but when I go to Admin> Phone system management> Phone numbers > and click on his phone number, under messaging capability it says Not Supported.
Can you please help?
