zoom record button missing, not admin section in role management

hi, I'm in Asia, and I cannot for the life of me find the record button or enable it on my zoom pc
I try everything, everyone else can record without any plans with limited time, but I cannot

I try turning on local recordings, but it is replaced with Record to computer files, I have enabled it and disabled it a lot of times and nothing has shown

I try using the Zoom app on PC and Android, but still nothing

I try to enable my permits to show records, but the roles in account management, but it is shown as filling information for billing

please help me, I'm, battling a lot of work and nothing is making the situation better or easier to use
