waiting room for zoom meeting

My waiting room was working well until a couple of weeks ago. Now, my patients are not automatically placed into the waiting room. I have to watch for an email notification telling me they've logged in and then I start the meeting from the link in the email. It's impossible to work efficiently this way.
 
The waiting room option is set up in my account.

Are you allowing people to join before the host? If so then they bypass the waiting room.

I'm not allowing that. I need to be able to log on before my meetings and let people in at the appropriate time.
