It is not clear exactly what you are trying to do or which iPad you are using. I have an iPad 7th gen with iPad OS 17.3.1 and running latest Zoom 5.17.10 the volume controls work as expected with the internal speakers. Most likely you have iPad settings that need changing.

to clarify I’m using wired headsets with a usb C to 3.5mm adaptor. The app shows a headset icon indicating I am doing exactly that.
with this set up (same iPad, same wired headset and same usb C adaptor) volume controls worked before until probably after I update to current version
