I followed the instructions here to deploy the Zoom Outlook extension (for Outlook classic, not OWA) to the whole organization from the M365 admin center: https://support.zoom.com/hc/en/article?id=zm_kb&sysparm_article=KB0062420#h_bd3538e3-dde4-4730-bed9-...
No results. I tested with existing users and a fresh test user and workstation, but the add-in is not installed anywhere. I enabled this months ago. I checked the list of installed COM add-ins, and it's not there, disabled or otherwise.
Has anyone had any luck getting this to work? Microsoft just shrugged and fed me Copilot-generated nonsense.

This document is for the Outlook Add inn, not the Outlook extension. Are you a Microsoft or Office 365 global admin of your account?

Yes, I am a global admin.
It's hard to tell if there's a difference between extension and add-in, since Zoom and Microsoft are both so inconsistent with terms and sloppy with documentation. For example, there is no "Zoom for Outlook" in the M365 Integrated apps, as Zoom's document says. There's "Zoom" and "Zoom for Government." I deployed "Zoom." Within there, I deployed the "Zoom for Outlook extension," following Zoom's documentation as best I could. M365 called it an extension, there was no add-in.
It looks like maybe the M365 deployment method is supposed to be just for Outlook web, but Zoom's doc has a different section for Outlook (web), so I assumed the title difference meant something. The instructions for "How to install the add-in for Outlook 2013 or 2016 (desktop app)", hilariously, lead straight to the Outlook web app.
Getting real tired of "best in class" solutions not supporting or understanding their own products and leaving the rest of us to figure out their mess.

I agree with you that our documentation and Microsofts does not sync up all that great in some places. In my opinion adding the add-in via MSI is the better option if you are the admin for all of your orgs machines. https://support.zoom.com/hc/en/article?id=zm_kb&sysparm_article=KB0064484

Also, I know that the Zoom for Outlook add inn works on the legacy and new Outlook, I have it installed on both my mac and my windows machines. But, our administrators allow us to install it ourselves, they do not add it for us. We can, however add the Microsoft suite in our software dashboards.

If the MSI is the preferred (or only working method) then that's what I'll do.
It's not that Zoom and Microsoft aren't on the same page. Zoom's documentation is flat wrong. Again.
