What can basic users do when they are added in a multiple user pro account?

Can basic users host meetings that are 2 hours long and record them at the same time?

When users are added to a paid account, their abilities are determined by their license type. If they join the account but remain basic users, then they will have the same abilities as a basic user, such as being limited to 40-minutes for their meetings and only able to record locally. If they join the account and are assigned a paid license, then their meetings could last beyond 40-minutes and would be able to recording locally or to the cloud.
