I recently took over as account owner from someone else. There are two other people listed as admins on the account. When I schedule a meeting, the option to allow participants to join anytime is grayed out. I enabled it at the general account level, but discovered that when I look at the settings under my user name, I cannot enable that option. It says "modified" and I cannot reset it. The other user IDs have the option enabled. What do I need to do to enable this?

The most likely place for a conflict is the Group settings, especially if the other admins' users have the option enabled.
Sign in to the Zoom web portal as the Account Owner/Administrator.
In the navigation menu, click User Management, then Groups.
Find the group your user ID is in (or the group that controls most users) and click the Group Name.
Click the Meeting tab.
Under Schedule Meeting, find the setting "Allow participants to join before host".
If it's locked (the lock icon is closed/blue) and disabled (gray toggle): Click the lock icon to unlock it, then click Unlock in the verification dialog.
If it's enabled but locked: You can simply unlock it.
If it's already unlocked: Check the setting's status—it should be enabled (blue toggle). If it's disabled, enable it and save.
Since you said you enabled it at the general level, double-check that no sub-setting is still locked.
In the navigation menu, click Account Management, then Account Settings.
Click the Meeting tab.
Under Schedule Meeting, find "Allow participants to join before host".
Ensure the toggle is enabled (blue).
Check the lock icon for this setting:
If it's locked (closed/blue), it means all users are forced to use the account-level setting. Since you are still seeing it grayed out on your user settings, you need to unlock it so that your user settings (or Group settings) can override it. Click the lock icon and then Unlock.
Under this setting, make sure "Participants can join" is set to Anytime.
