Unable to add Co-Host or Alternate Host to meeting

I followed the this article from Zoom about Enabling and adding a co-host , however I was not able to fix the problem for one of our users. 

 

I checked the settings under Account, Group, and User -- but they all had the option enabled. 

 

When the user goes to edit the meeting and add the co-host, it gives them the option but it's greyed out. The support article states that if the option is grayed out, it has been locked at either the group or account level and to contact the zoom administrator but at this point i'm back to square one. What else could be blocking the setting? We checked on a different computer and it does the same thing, also if we do it from the web. 

 

Any help is appreciated!
