Screen sharing during meeting enabled but participants are not allowed

I have screen sharing enabled on our backend - screen sharing on, one participant at a time, all participants can share. However, inside of a meeting, participants receive a message saying the host has disabled screensharing, and logging in as host shows it defaults to "Host only". 

How do I fix this so meetings allow screensharing for all by default?

FYI - I have set this at the account level. We have no groups or users underneath.

Open the Zoom desktop client.
Start or join a Zoom meeting.
On the controls toolbar, click the upward arrow icon next to Share Screen .
Click Advanced Sharing Options.
A pop-up window will appear.
Under Who can share, select All Participants.
All participants in the meeting will be able to share their screen in this session.
