I want to host a meeting and let people inside my org to join and share contents, opinion (it means they can do everything as usual) but I want people outside the org to join (observe) only. They can't turn on mic, share screen...
Can zoom do this?

If you use a Zoom Meeting, then you'd need to make those in your organization co-hosts, while you disable screen-share and unmuting for everybody else. I will add that making everybody in your org co-hosts is a very risky option, as all of them will have near full host privileges.
My recommendation would be to host a Zoom Webinar. Send panelist invites to those in your organization, and everybody else arrives as attendees, not able to turn on their video or mics, and can't share. Panelists naturally have the ability to use their mics, cameras, and share, but they don't have host or co-host privileges.
