Our Client Gets Stuck in Waiting Room for Zoom Meeting

We are a recruitment company, and occasionally our clients (the businesses hiring) ask us to create Zoom links for their interviews with candidates we have put forward. One of our consultants has created Zoom meetings where she has checked all the proper boxes to allow access to anyone with the meeting link without the host present, and to allow anyone with the meeting link to access the meeting at any time. 

She has now had an issue with two different clients who use the link to start the interview with a candidate, and they get stuck in a waiting room even though she has unchecked the waiting room option, which should allow them to bypass that. Do you know what might be happening here?

Not sure if you ever got this fixed, but one thing you would want to check if you are the admin for the account is, do you have it required that you must have at least one security measure? If you do that have on and you didn't choose an alternative method the waiting room is the default.
