I have auto framing off on my macbook and it continues to track my head during meetings. I would like for this feature to be off permanently.

This continuous head tracking you're experiencing is likely due to an Apple macOS feature called Center Stage, not a Zoom setting. Center Stage is a system-level camera feature on compatible Macs (those with a supported chip or Studio Display) that uses machine learning to keep you centered in the frame as you move, and it overrides the camera behavior for apps like Zoom.
Since you've already turned off Auto-Framing in Zoom, you need to disable Center Stage via your macOS settings.
The method to disable Center Stage depends on which version of macOS you are running:
During an active Zoom meeting (with your video turned on), look for the green camera icon in the top-right menu bar (near the Control Center, Wi-Fi, and battery icons).
Click the camera icon.
In the menu that appears, click Center Stage to toggle it off.
During an active Zoom meeting (with your video turned on), click the Control Center icon in the top-right menu bar.
Click Video Effects.
Click Center Stage to toggle it off.
This setting should persist across your video applications, permanently disabling the head-tracking feature until you choose to re-enable it.
