Enabling virtual background on an IPad mini 4? Is it doable?

iPad minis are not listed on the virtual background system requirements article, so it is likely not supported for that model.

Unfortunately not.  Virtual Background for iPad is only available on:

 

5th and 6th generation 9.7" iPad
7th generation and higher 10.2” iPad
iPad Pro
