Is it possible to stream from a Canon EOS R100
to a Galaxy Tab A9 +5G?
Should the Elgato Cam Link 4K be recognized
as a video source in Zoom?

Not sure about those specific devices and PID/VIDs, but USB camera support for Android should technically land on Monday's release of Zoom Rooms 6.3.0:
Talk about convenient timing!
I would imagine that this will be somewhat buggy at first - please post here with your findings - very curious about what devices will actually be supported!
Again, you'll need to be running Monday's release, which generally comes out pretty late in the day.

See Elgato's website https://help.elgato.com/hc/en-us/articles/360042390892-Video-Conferencing-With-Zoom
You will need to also check the camera compatibility list https://www.elgato.com/us/en/s/cam-link-camera-check
So it looks like the camera and capture device work together and the capture device will work with Zoom. The big questions is will the capture device work with Galaxy Tab A9+. If it all does connect keep in mind that Zoom video is only 640 x 360.

None of these articles are within the context of Zoom on Android, which has just started supporting external USB cameras this week - I would advise the OP to test, test, test before accepting any ambiguous documentation as a source of truth.
I can assure you that nobody at Zoom has tested this combo, nor is Zoom documentation a reliable source of truth regarding hardware in any capacity. Shame, but true.
Zoom video will support up to 1920x1080 inputs if you have this enabled on your account.
