Can I assign people in breakout rooms if in Meeting settings I turn their camera off?

Hi, 

 

I'm creating a meeting that I want to record, so in settings I'm turning "video participants off".

So they have the chat option only.

 

When I'll be in the meeting with them, can I put them in breakout rooms, or this is possible only when participants' camera is on as well?

Breakout rooms can be used by video-on and video-off participants.
