Does anyone have any insight on how to configure 21:9 output for Zoom Meetings on a windows PC?

Aspect ratio is a property of the windows operating system. Settings > system > display > display resolution. Then you can use dual screen mode in Zoom to create 2 separate windows for the gallery and the speaker and layout the windows as needed.
