Both myself and my colleague have zoom webinar access. But he cannot see the webinars I am scheduling and creating. Can only the user who creates the webinar see it scheduled and edit it?

Yes, this is expected behavior.
If you are an account admin, you can view your colleague's upcoming webinars via Admin->User Management->Users (zoom.us/account/user#/).
You can also grant Scheduling Privilege to your colleague so that they can see/manage the webinars you've created. More info at https://support.zoom.com/hc/en/article?id=zm_kb&sysparm_article=KB0061749
