Several others have experienced this problem with server-to-server OAuth (S2SO) apps, but no solution has been given:

I may have found some clues as to why this occurs; but if true, is likely unacceptable for our needs:

1. The Feature bullet of our S2SO app does not have a checkbox on it.  Why?
2. I don't believe we need to subscribe to any near real-time events, so have left Event Subscriptions disabled.  If this is required, why is it an optional toggle?
3. When Event Subscriptions is enabled, there's a button to add new Webhook event subscriptions.  Again, I don't think we need this.
4. When the new Webhook event subscription is added, developers must fill-in a required URL field.  The information tooltip under the URL, next to Validate, (bad grammar and all) contains the main clue:
   
   

Can someone confirm if this is true: That all S2SO apps require Webhook event subscriptions?

If this is not the case, how can developers or administrators activate S2SO apps?

And yes, all our S2SO app fields are filled-in, and all S2SO app bullets have a nice checkbox next to them, except for Feature:

Hi,

we create a Zoom app for development in our main account, and now want to test this app in another account.

When we want to consent our app in the 2nd account we get "Application not found".

Do we need to publish the app first in the marketplace before we can do testing?

Or is there a different way to allow the app in 2nd account?

So, I installed this free app the other day and then ran a meeting that it was critical was recorded. The message popped up telling me the meeting was being recorded. After the meeting, I could not see the recording. It transpires that after talking to Read support, the recording is automatically deleted when the meeting finishes. 

At great embarrassment to myself, I now need to see if we can run the 90 minute meeting again. Spoke to Zoom support who don't care. Just wanted to warn people not to trust this app as it can cause you some major issues if you are not careful.

We are reaching out for assistance with our Server-to-Server OAuth app activation. Our goal is to migrate from JWT to Server-to-Server OAuth in order to fetch and register users using webinar API on our application. We followed the steps outlined in the documentation found at https://developers.zoom.us/docs/internal-apps/create/ to create our app.

We were able to successfully build the app and add a scope for webinar access. However, after assigning the admin access scope to the user and then removing it, we received an "Update to your user role permissions" notification (screenshot attached). Additionally, the app status is now showing as deactivated.

Could you please provide us with assistance on how to activate our Server-to-Server OAuth app and ensure that we have the appropriate permissions to access the required scopes?
