Issue adding collaborators to Zoom App

I have a marketplace zoom app that we want to start testing but I cannot seem to add any collaborators on the app.

Do you need to be on a paid plan in order to develop an app with other users?

 

I added people to my contacts as I spoke to sales support which suggested that, but that did not work.


This is the only way we can test the app on multiple login accounts it seems.
