App publish error

Hi,
I created an app trying to link my learnpress live with zoom and I followed the guidelines from the theme I'm using.

But when I try to publish it I get this error:

You cannot authorize General app 807BETA

You cannot install the app because you don't have the required permissions. Please contact your IT administrator for permission and try again.

Meanwhile, I'm the account owner and have all access
