Is the Zoom for Healthcare Pro plan the same as the Basic Pro plan? The only difference is selecting and signing the BAA (Business Associate Agreement) option?

I have a similar issue. I am from Singapore and looking for Zoom for healthcare, which is supposed to have better privacy protection to my understanding.

What i am confused about... is whether it's applicable to Singapore at all? And if it is, how can i make sure that i have finished completing all the steps before i see clients/ patients?

Is there anyone who can help with this? I have accessed the virtual chatbot as well as a chat with an agent online... but there was no follow-up.
