I signed up for my Zoom Pro account today. My understanding is that I would receive a total of 9 licenses. I'm only using 1 at the moment. I went to add another user who I would like to be licensed and received a notification that this person would be a basic user because I had no additional licenses. I'm confused about how that is possible. When will my additional licenses kick in?

I've been on hold with sales for 40 mins now. My hope is to understand if I need to upgrade my account in order to have 9 licenses.
