I've purchased a Pro plan but just wanted to double-check; does this buy 30 hours of Zoom meeting time over the course of a week/month/year or is it meant to be 60 sessions of 30 minutes over the year, or something else?

I guess that the 30 hours of Zoom meeting time over means per a meeting, not course of a week/month/year.

Yes. 30 hours is the limit of any single instance of a Meeting - subject to the participation requirements. Even after 30 hours, the same meeting can be started again and go on for another 30 hours.

I paid for pro plan but my meeting today was cut off at 40 minutes.
