Breakout room keep 1 participant each room in while moving every else

I need to set up 20 breakout rooms with 2 people in each room, but every 20 minutes I need to have 1 person, a reviewer, stay in the room while the other one is automatically moved to another room or back to the main room.

Is this possible?
