Are the Owner or Admin of your Zoom Phone Account? If not, then you should speak to that person.
In order to call externally, you should verify that you have a Calling Plan/Package associated with your Phone User account under Phone System Management > User & Rooms in the Zoom Web Portal at https://us06web.zoom.us/pbx/page/telephone/phoneUsers#/users/phone-users/assigned?page_number=1&page...
If you don't see something like "US/CA Unlimited" next to your name there, click Assign to the far-right of that row and select the Calling Package.
You should also have a phone number associated with your Phone User. If you don't see a Phone Number on that same row as above, go to Phone System Management > Phones Numbers > Unassigned ( https://us06web.zoom.us/pbx/page/telephone/phoneNumbers#/numbers/unassigned?page_number=1&page_size=... ) and click Assign To next to the phone number there and then choose your User Name in the pop-up.
If you haven't already done so, I would strongly suggest that you read both of the following in the order below to become familiar with Zoom Phone and configure all of the settings required:
